How to transfer cost between one secondary cost (cat 42) elemnt to another one in same cost center

Hello Experts ,

I have one Business case. My user want to Transfer cost from one secondary cost elemnt to another secondary cost element (cat42) in the same cost Center.I am using KB15n but gettinng error that same cost Center no Transfer. Any other suggestion from the Group.
