B1License Service Not Starting

We're currently testing to see if we can migrate our SBO 2007 A (8.00.181) SP:00 PL:49 backend to newer versions of Windows and SQL Server. I've set up a VM with newer versions for test purposes. The VM has the same Windows Server host name and SQL Server instance name as the production box.

 

We have various text files with what I assume are license strings. However we don't seem to have any sort of installer for the B1License.exe service and the TAO_NT_Naming_Service.exe on which it depends.

 

I manually installed the Naming Service using sc.exe and the service information from the old server and it successfully installed and starts. I did the same thing with the B1License.exe service. The service appeared to install successfully, but on an attempt to start it Windows reports that it started, then stopped again.

 

The Application Event Log on the VM recorded 12 events. The first failure was

 

B1Lic2007: RegisterToNamingService - Failed

 

I haven't yet restored any SBO databases to SQL Server, I figured I would try to get the various SAP services running first.

 

I imagine we aren't the first to need to migrate our backend. Is there any sort of overview of the whole process? Failing that, can someone give me an overview of the licensing process and what we need to do to migrate that portion?

 

I see the license files have a "HARDWARE-KEY" section but I'd like to think we're not permanently tied to our current Windows Server 2003 R2/SQL Server 2005 machine (both products will be end-of-life as of April 16, 2016).
